CP&E provided civil engineering services to plan, design, construct and install core infrastructure for a master-planned mixed use project which included: the realignment and construction of Kealakehe Parkway to the east of Queen Kaahumanu Highway, including construction of a new intersection; the construction of roadways to serve each of the Development Parcels of the property; and the construction and installation of such pertinent master pipelines, facilities, and equipment in or about Kealakehe Parkway for the provision for water, sewer, electrical power and other utilities to service each of the Development Parcels which comprise the property under the Master Development Plan. The Master Development Plan proposed developments consisting of a marina, timeshare residential, hotels, retail/commercial, and community benefit development.

Detention Basin on University of Hawaii West Oahu Campus

The UHWO Detention Basin project included the design of a 38.3 acre-foot detention basin with grouted rip-rap in designated areas, a graded mound, and new spillway with outlet pipes. The project included the preparation of construction plans, calculations and reports, and the processing of these items for approval by the City. In addition, CPE also prepared the bid documents and assisted the Department of Hawaiian Home Lands with the bidding process.

Local Drainage Improvements at Susupe and Chalan Kanoa

The purpose and objective of this project was to conduct studies to evaluate flooding hazards in the towns of Susupe and Chalan Kanoa, and provide the CNMI with designs for local drainage improvements based on the results of the evaluation. CPE conducted preliminary investigations and data development studies to describe the hydrologic and hydraulic assumptions, techniques, and methodologies required to evaluate improvements for local drainage in the two towns. Based on these investigations, CPE determined local drainage improvements following CNMI, DPW standards. In addition, CPE also prepared a technical hydrologic and hydraulics report.

Force Main Systems Improvements at Kaneohe, Kailua and Halawa

CP&E has been contracted by the City and County of Honolulu to assess the condition of the Kailua Road, Kaneohe Bay #3 and Halawa force mains. All three force mains were installed in the late 1960’s and are listed in the 2010 Consent Decree. This project consists of evaluating the physical condition of the force main by surface, external and internal inspection. A work plan will be prepared to outline the assessment methods. Field work will consist of exposing buried sections of the pipe and testing a cut-out section for strength and corrosion. Results will be summarized in a final report and submitted to EPA for approval.

Waiawa Master Planned Community

The master planned community of Waiawa is situated in Central Oahu and encompasses nearly 4,500 acres of rolling highlands that have been rezoned for residential and commercial uses.  Over a 25-year period, approximately 12,000 residential units, a golf course, and substantial commercial and industrial spaces are planned to be developed, creating one of the largest master planned communities in the State of Hawaii.

As one of the most experienced residential civil engineering firms in the state, CP&E was retained initially to complete drainage and wastewater master plans.  We are now providing design services related to grading, water, sewer, and roadways.  The sheer proportion of this project has required extraordinary engineering solutions related to hydraulic, structural, geotechnical, and drainage design.
